Broken Computer, can you help?

Everytime i start my other computer (Dell 5100) the it starts out normal but right when the windows loading screen shows it goes to a stop error. 0x0000007B (0xF7C7C524, 0xC0000034, 0x00000000, 0x00000000)This means i can't even get into safe mode or anything. The last thing i did before it crashed was restore the registry from inside Uniblue registry booster 3. Back then the only time i could start it was in safe mode because normally it would load, then just go to black and be completely unresponsive. I've tried to find a windows boot cd, but all i can find is floppy boots from support.microsoft.com however that doesn't work because this computer doesn't have a floppy drive. What else is there to do?

you can use a memory stick as a floppy - try that
I would pull out all pci cards, reboot and see if that helps, if that doesn't work, if they have more than 1 stick of ram try pulling one of those out and testing, (it sounds like it might be bad ram to me) if not that see my website for more options.
Boot up in safe mode and try a system restore
